"Oter Israel" was founded in the late 1960s by Rabbi Yisrael Klein, when the demand for Torah scrolls, Tefillin, and Mezuzot grew in Israel and the Diaspora, and the market was flooded with shoddy items. At that time, Rabbi Klein was about to conclude his military service as the young rabbi of a division of the Israel Defense Forces. A group of rabbis and Yeshivah heads turned to Rabbi Klein, a brilliant young scholar from Yeshivat Kerem BeYavne, and charged him with the responsibility of making sacred scrolls of the highest quality and unquestioned kashrut available to the public at large. Combining a broad knowledge of Jewish law and limitless devotion to Torah with a deep intuitive understanding of craftsmanship, technology, and the process of producing such holy objects, Rabbi Klein was clearly the right man for this hallowed mission.
